Project Management Assistance
We herd cats.
The National Environmental Policy Act (NEPA) process is so long and complex that it can seem to be an impossible task—like herding cats. As a third-party project management assistance contractor (PMAC), LSD helps agency staff herd those cats by removing some of the administrative burden. LSD’s third-party PMAC staff consists of experienced NEPA planners—people who can provide concrete, hands-on assistance with the NEPA process so agency staff can concentrate on developing defensible NEPA documents in a timely fashion. We function as an extension of agency project management staff—dedicated to a specific project. Project proponents contract with third-party PMACs. However, the PMAC reports directly to the lead agency project manager.
Services include:
- Coordinating, facilitating and documenting project meetings
- Drafting project management letters, project plans, and agreement documents
- Developing briefing statements and public outreach documents
- Developing and maintaining the Administrative Record
- Coordinating review of environmental documents
- Assisting with tribal and agency consultation
- As-needed technical reviews and report preparation
