Bruce Palmer

Bruce is a senior ecologist/wildlife biologist with more than 30 years of experience in natural resource management, endangered species issues, and the application of environmental regulation—especially compliance with the ESA and NEPA. Bruce has held program management positions with the Arizona Game and Fish Department and USFWS, where he directed the California Condor Recovery Program—a high-profile, multi-million-dollar, international conservation program. Bruce is experienced in environmental planning and compliance documentation; endangered species consultation; big game management; vegetation community mapping; habitat restoration; on-the-ground implementation of plant and animal species surveys, research, and management; and evaluating effects to species from a wide variety of land management actions. He has been very successful in developing collaborative solutions to conflicts in natural resource management and regulatory processes that are technically complex and highly controversial.
